Clubs will also have to demonstrate they can accommodate 600, before being allowed to have 1200 in attendance.

Yes, I agree.
The NL funding is by way of grant

Whereas the Rugby Football League (and funds heading towards their clubs) is to receive subsistence funding both in the form of national grants, and some in the form of subsistence loans.

The NL funding seems to be a funding grant, rather than subsistence loans, which seems to be the funding model for much of the support provided to the Rugby Football League. Depends how they’re tested. There are rudimentary screening methods which cost only a little in comparison to laboratory testing.
